About Us

The Community Economic Development Fund (CEDF) is a mission-driven community lender providing customized small business loans across Connecticut. For 30+ years, we have served the needs of small business owners, primarily in low-to-moderate income communities who are unable to obtain traditional bank financing.

As the state’s leading SBA Microlender, CEDF offers small business term loans, lines of credit, and owner-occupied commercial mortgages tailored to meet the unique needs of Connecticut small business owners. Every borrower is paired with a dedicated CEDF Business Advisor who serves as a coach and trusted partner, providing guidance, insight, and ongoing support to help businesses grow and thrive.

We take a comprehensive, open-minded approach to reviewing loan applications and look at the full story behind each business rather than relying solely on credit scores, time in operation, or collateral requirements. Our goal is to structure flexible, individualized financing solutions that position your business for long-term success.

Who We Serve

CEDF works with Connecticut entrepreneurs and small businesses with drive, passion, and commitment. We specialize in lending to:

Early-stage businesses that are not yet bankable

Existing businesses that cannot obtain a loan from a bank

Location-eligible businesses: those in economically underserved communities

Income-eligible businesses: If the owner’s annual household income falls below a threshold set by the state or federal government

In 1994, as banks were scaling back small business lending activity, Connecticut Governor Lowell P. Weicker recognized an urgent need for flexible and creative loans tailored to the needs of this crucial sector. He envisioned an organization that would provide not only financing but business advisory services and expert support as well—and thus, CEDF was born.

Starting out with assistance from the state and six bank investors, we provided funding to our first borrower, the New Haven-based MLK Business Forms. 30+ years later, we have grown to 26 investors, dramatically increased our capital base, and significantly improved our ability to service our clients—all while remaining true to our original mission.
